POSITION:  Central Office Technician I

Sierra Tel, the community’s premier communications provider, is looking to expand its resources by adding a qualified Central Office Technician I to its professional team of highly skilled individuals. We have been the proud provider of communications products to the mountain community for over 100 years. The Central Office is a critical part of ensuring all our customers receive the service they require. This position is responsible to provide reliable networking and switching services by maintaining the consistent operation of all equipment. Daily functions may include, but are not limited to the installation, monitoring, and troubleshooting of:

  • Digital Subscriber Line (DSL) technologies
  • Fiber Optic Network
  • Remote Switching Centers
  • Wireless Networks

This position may require overtime, and the schedule assigned to on-call shifts on a rotating basis.

Minimum requirements for the Central Office Technician I:

  • High School Diploma or
  • One year of related work
  • Class C California Driver’s License with a minimum of three years unrestricted driving

POSITION:  Outside Plant Facilities Engineer

Our Engineering department is looking for a telecommunications engineer to join its team. The Outside Plant Facilities Engineer is crucial to properly place telecommunications equipment for maximum service to the community. This position is responsible to research, design, and coordinate the location of Plant fiber, cable, and electronic facilities. Daily duties may include, but are not limited to:

  • Conducting inspections of assigned projects
  • Ensuring work is being completed to RUS standards
  • Utilizing Mapcom (M4 mapping) and Global Positioning System (GPS) software for layout, design, and recordkeeping

POSITION:  Outside Plant Engineer

Job Description:
The Outside Plant Engineer is responsible for planning, estimating, design and relocation of copper and fiber cable, conduit, and manholes for outside plant capital improvement projects and maintenance work orders. This will include creating capital and maintenance work orders that identify associated costs with applicable account codes, ensure RUS financed projects meet design specifications, and those contract procedures are followed. Create and maintain CAD plant database records, right-of-way negotiations, obtaining permits from government agencies, and maintaining OSP material inventory records.

Job Duties:

  • Review and process city/county planning department maps and PG&E Construction Intents.
  • Participate in the development of the annual capital and expense budgets.
  • Create system generated capital and expense work orders detailing labor costs, material costs, and applicable account codes.
  • Design new CAD database plant installation prints for capital work orders and projects.
  • Update maintenance facility changes to OSP maps and CAD database records.
  • Secure rights-of-way from government agencies and private parties.
  • Secure permits from government agencies where applicable.
  • Coordinate capital and maintenance field activities with landowners and subscribers.
  • Apply applicable design specifications to RUS financed projects and ensure specific contract procedures are followed.
  • Coordinate project scheduling with the construction and other departments.
  • Create purchase orders for OSP projects and maintaining inventory levels.
  • Perform field inspections at construction sites to ensure RUS standards are being met along with engineering specifications.
  • Track and report on materials inventoried per construction project or contract.
  • Update and maintain as-built drawings as facilities are placed throughout the construction process.
  • Pulling inventory/shipping/receiving for I&R Technicians and other departments as necessary.

Job Requirements:

  • 3+ years’ experience in OSP Engineering.
  • Three to five years of CAD experience; preferably with AutoCAD (Autodesk Map).
  • Bachelor’s degree in Engineering or equivalent experience preferred.
  • Must demonstrate an understanding of RUS engineering practices and administrative requirements.
  • Basic computer keyboard and software skills (Excel, Word, and other applications).
  • A good understanding of mapping, engineering, and plant records software.
  • Must have a valid California driver’s license and a favorable DMV record.

Physical, Mental, and Environmental Requirements:

  • Must be able to sit for long periods of time.
  • Must have minimal ability to stand, sit, squat, bend, kneel, twist, crawl, reach, push, and pull as required for light duties of standard office clerical positions.
  • Occasional lifting and/or carrying of objects weighing up to 20 lbs.
  • Exposure to air-conditioned/heated office environment.
  • Hearing is required to perceive information at the normal spoken word level.
  • Visual acuity is required for preparing and analyzing data, operating of office equipment, and determining the accuracy and thoroughness of work.

POSITION:  Field Service Technician-Network

The FST-Network installs, troubleshoots, repairs, and maintains telecommunications products and equipment that TDS sells and leases (Key Systems, PBX, Centrex Systems, and/or other business systems). This position performs work associated with splicing and maintaining outside plant facilities and equipment. This position installs, splices, repairs, and maintains aerial, buried, and/or underground fiber optic and copper cable. The FST-Network has knowledge of commonly-used concepts, practices, and procedures within the field of telecommunications.

The FST-Network has direct, face-to-face contact with our customers and is expected to be proactive with the sales of TDS services and products. Services include, but are not limited to, Telephony, Video/CATV/DBS, Internet, and/or high-speed networks. This position exceeds customer expectations by performing extraordinary customer service, identifying customer needs, and providing them with communications solutions. This position also understands how to use and demonstrate TDS products and seeks sales opportunities while educating the customer. POSITION: Regulatory Affairs Specialist

The Regulatory Affairs Specialist provides support, analysis, and recommendations dealing with state and federal regulatory activities, part 64 cost allocation, model development and maintenance, and budgets for the Sebastian companies. Responsible for working with consulting firms, regulators (CPUC/FCC), and legislators in representing the company and assuring compliance with regulatory/legislative requirements. Duties include: provide support in all regulatory matters and filings, analyze and provide recommendations regarding FCC/CPUC orders and comments, assist in the preparation of rate cases and regulatory filings/compliance, development, and insurance of compliance with Part 64 non-reg accounting practices, and collection of financial information for cost separations studies. Job Requirements:

  • Bachelor’s degree or higher in business administration, economics or relevant field, or equivalent experience.
  • At least five years of experience with utility regulation.
  • Experience and knowledge of the FCC Part 32 accounting and Part 36/69/64 separations process and requirements.
  • Experience in rate case filings and business plan modeling.
  • Experience with utility regulatory compliance and reporting.
  • Must have effective communication and presentation skills.
  • Must have intermediate to advanced skills in Microsoft Excel and Word.
  • Must work well with internal/external contacts and represent the company effectively.
