POSITION:  Regulatory Accountant

This position offers the opportunity to gather intel and work alongside the accounting department in tariff preparation and procedure development.

Previous experience with the California Public Utilities Commission (CPUC) and the Federal Communications Commission (FCC) is a plus.

POSITION:  Regulatory Manager

Our seasoned staff is in need of a new leader who can multi-task, set attainable goals, drive on time report completions and promote a positive work environment.

The Regulatory Manager is accountable for all regulatory activities including timely and accurately reviewing, researching, evaluating and implementing all regulatory and legislative decisions and issues; preparing and/or approving and filing all regulatory, governmental, and compliance reports, claims, or data requests; preparing, verifying, and/or approving all usage, reports, billing, and/or revenue associated with the use of our network by other carriers/customers; all advice letter and tariff filings, and; all other regulatory activities as directed by the Financial Director. Responsibilities associated with regulatory and legislative decisions and directives include strategic planning in cooperation with the Financial Director, and coordinating the implementation of the requirements of these decisions and directives within the Company, including informing Company personnel as to the impact of these decisions and directives on the Company.  The Regulatory Manager serves as the CPNI Compliance Officer and is also the direct supervisor of the Staff Assistant – CABS, Regulatory Analyst, and the Compliance Administrator. Access and exposure to highly sensitive documents, materials and conversation requires strict confidentiality on the part of the Regulatory Manager.

High School diploma, Bachelor’s degree with an emphasis in Accounting, Business Administration or related field. Regulatory experience required. Previous Telecom experience is desirable.  Valid Class C California driver’s license. Full-time work schedule. Hours vary depending on reporting obligations. This position may be required to work overtime including weekends and evenings as needed.

POSITION: Regulatory Affairs Specialist

The Regulatory Affairs Specialist provides support, analysis, and recommendations dealing with state and federal regulatory activities, part 64 cost allocation, model development and maintenance, and budgets for the Sebastian companies. Responsible for working with consulting firms, regulators (CPUC/FCC) and legislators in representing the company and assuring compliance with regulatory/legislative requirements. Duties include: provide support in all regulatory matters and filings, analyze and provide recommendations regarding FCC/CPUC orders and comments, assist in the preparation of rate cases and regulatory filings/compliance, development, and insurance of compliance with Part 64 non-reg accounting practices, and collection of financial information for cost separations studies. This position is primarily task-focused, which requires an analytical, results driven individual. Must be self-disciplined and have high attention to detail.

Job Requirements:

  • Bachelors degree or higher in business administration, economics or relevant field, or equivalent experience.
  • At least five years of experience with utility regulation.
  • Experience and knowledge of the FCC Part 32 accounting and Part 36/69/64 separations process and requirements.
  • Experience in rate case filings and business plan modeling.
  • Experience with utility regulatory compliance and reporting.
  • Must have effective communication and presentation skills.
  • Must have intermediate to advanced skills in Microsoft Excel and Word.
  • Must work well with internal/external contacts and represent the company effectively.
